In a joint session of Congress President Benedict presents the following proposals:

“As a sovereign nation we must deal decisively with the issues of population and race:

"History shows that small numbers of people in any particular place works best, so long as there are enough to defend the borders. For the land mass of Earth, the ideal population is 320 million people. By the word ideal we mean a level consistent with vibrant self-actualization and an opulent joy in living, rather than mere subsistence in anguished mediocrity. This ideal number was passed c 900 A.D.

"We must rigidly enforce a limit of two children per couple. More than two is an unjust encroachment upon others, mere theft. Population will slowly decline to workable levels everywhere. The projected ideal numbers by region are as follows:
