President Benedict sends a memo to all members of both houses of Congress:

 

“I’m sure you all know that the globalist bankers could have flourished on the financing of our vast overcrowded prison system alone. That is why they always lobbied against anything that would have diminished the number of people in our prisons.

 

“I have sent this memo to allow all of you enough time to research statistics, and think over the solutions presented. There are three separate bills. I’m hoping a vote can be taken on all three the morning of November 11.

 

1. Legalize victimless crimes involving consensual areas of human contract. Pardon those imprisoned for such activity with a list of appropriate job offers and enough money to establish them in a small apartment.

 

2, Stop befriending bad people to the detriment of good people. Rapists, human traffickers, kidnappers, child molesters, snuff and child porn filmmakers, random murderers, and serial killers are irredeemable constitutional psychopaths who have made an unforgivable breech with humanity. For the safety and moral integrity of our society they must be put painlessly to death. Let us be reminded that all it takes to avoid being executed for these terrible things, is simply not to do them.

 

3. Replace prisons with self-sustaining isolation communities. These can be several square miles with internal agriculture, livestock production, and small manufacturing. As economies improve, the natural one-percent of humanity unable to support themselves, will be offered permanent sustenance by private charity as per specified terms, such as voluntary sterilization. Any individual refusing this option, and who makes ongoing encroachment against anyone else's liberty, will be placed in one of the isolation communities.”

After short discussion, a joint session of Congress passes all three bills, with a provision that isolation communities will be inspected by the Department of Justice and the Department of Health on an impromptu basis, averaging about once every three months.
